I have Rask. I start him for sixty games. I trade him at the deadline for Quick, who for some reason has 45 starts. Can I start Quick for another 20 games, giving my starter 80 games? Is it 65 starts per goalie for the year? I think we should start calling Darren "King of Loopholes". That's my title LOL I would say it's in compliance so why not. The rule is gonna be 65 max, for all goalies.

If you wanna trade your starter at the deadline, it's a risky move as is since not all starters are made equal. I say it should be per goalie, not per team. Also, 1st round pick and boots from the league are 100% way too harsh. IMO should be 2nd round pick at most. And even in that case, if someone willingly wants to sacrifice a 2nd round pick to go over the max, it's a fair price to pay.

I think the boot from the league thing was if a guy did it two years in a row and had an obvious disregard for the league and it's rules. Hopefully it would never come to that. Personally, I would hope everyone would follow the rule on good faith, but I think there has to be consequences if you don't. And to me, forfeiture of a 2nd Round pick isn't enough. It has to be something that hurts a little or no one will care. If a team starts his goalie 81 times, and that allows him to get into the playoffs or get home ice advantage and that helps him win the cup, is he really going to care about losing a 2nd round pick. I like the idea of suspending the team's top player or goalie for a couple of playoff games. That will have an immediate and real impact.

Suspending the teams starter for a few playoff games makes by far the most sense, and will do the most damage to that team in the short term without jeopardizing the team itself

I like the idea of suspending the teams top skater for 2-5 regular season games for the first offence. I agree that high draft picks and kicking people out of the league for that is extreme. Suspending a player for several games is a pretty harsh penalty as it is and makes it completely not worth cheating the system. What would you rather do... play 1 extra game illegally with your starting goalie and lose your star player for the next 2-5 games or just follow the rules

I like the idea of suspensions but what if it's a bottom standing team that kinda got lazy and just left their goalie in. Is suspending a player really going to serve any purpose?

Suspend their goalie for the rest of the season and 3-5 playoff games. If it's a bottom team, you can first warn them, then fine them, then move their draft pick 1 slot, 2 slot, 3 slots, 4 slots back and so on with warnings.

Ya I like the idea of moving a draft pick back several spots for non-playoff teams.
If the GM gets replaced, I think we should reverse the penalty to the team though. So:
Playoff teams: suspend top rated skater for a certain amount of time.
Non-playoff teams: push back draft pick by a certain number of slots.
If the GM gets replaced, reverse the penalty. I don't want to see a new GM penalized for something an older GM did.

How about a three-game playoff suspension for the team's goalie for playoff teams and a five-place drop in draft position for non-playoff teams with this penalty reversed if the GM leaves or is replaced.

I don't know, that seems kind of harsh for violating a minor rule. Especially the 3 game playoff suspension. That could get a team eliminated from the playoffs just because they forgot to switch their goalie... pretty harsh penalty for a minor rule. Maybe after the first game over a warning, and then if they ignore the warning, then you get into applying the penalties I brought up.

If some one over uses their starting goalie and gets an advantage from it, that seems pretty serious to me.

After discussing it with Gavin I think we're just going to make it simple. Once a goalie gets to 65 starts we'll monitor their team, if they send in lines with their starter then I will manually switch them out. Nobody gets to exceed the number accidentally or otherwise and nobody gets penalized.
1) Maximum 65 starts for any goaltender 2) Starts can be exceeded only if individually exceeded the previous NHL season 3) 3 goals against minimum for goalie pull 4) If your goalie exceeds the starts limit and you send in lines with said goalie he will manually be switched out
